Objective
The objective of this library policy is to outline the rules, regulations, and services to ensure the effective management and utilization of library resources at Sacred Heart Autonomous college, Chalakudy.
Scope
This policy applies to all library users, including students, faculty, staff, and authorized external members.
Book Purchase Policy
Book purchasing in the college library is an ongoing process guided by departmental recommendations, budget availability, and approval from the library advisory committee. The librarian reviews consolidated requests, checks for duplicates in the collection, and considers general reference and reading materials suggested by library staff. Faculty and student requests approved by Department Heads, along with publisher-provided electronic lists and printed catalogues, are also reviewed. Orders are then placed by the librarian according to priority and budget. Periodically, the college holds book exhibitions to aid faculty and students in selecting new titles.
Library Services
- Book Lending: Members can borrow books for two weeks.
- Reference Assistance and Research Support: Guidance in locating and utilizing resource materials effectively.
- Digital Library: Access e-resources via N-LIST and DELNET.
- User Orientation: Periodic sessions to familiarize users with library resources.
- Reprographic Service: Photocopying and printing facilities are available.
- Internet Browsing: 20 computers are available for academic internet access.
- OPAC: Online access to search and check item availability.
- Question Bank: Access question papers online and in hard copy.
Library Usage Rules
- Silence and Conduct: Maintain silence in the library. Mobile phones must be on silent mode, and disruptive behavior is strictly prohibited.
- Library Hours: The library operates from 8:00 a.m. to 5:00 p.m. on all working days. Book issue, returns and photocopying services are available from 8:00 a.m. to 3:30 p.m.
- Food and Drinks: Food and drinks are strictly prohibited inside the library.
- Library Cards: A valid college ID card is essential for accessing all library services.

- Book Limits: UG students can borrow up to 3 books, PG students and staff up to 10 books.
- Fines: A fine of ₹1 per day applies after the due date. Book renewals are not allowed.
- Recalls: The librarian reserves the right to recall any book from the borrower at any time.
- Library Resources: Handle all materials with care. Sub-lending books or library cards is prohibited. Damaging books through markings, tearing pages, or any other form of defacement will incur fines. Members should check books for any pre-existing damage at checkout and report it. Damage to or loss of books on loan should be immediately reported to the librarian. Members may replace such books or pay the damages as fixed by the librarian. Books will not be issued to such members till the loss has been compensated.
- Reference Materials: Dictionaries, encyclopedias, current periodicals, and other reference materials cannot be checked out. However, overnight use of reference books and periodicals may be permitted with the librarian’s special permission.
- Year-End Return: At the academic year’s end, all borrowed materials must be returned at least three days before the library closes.
- Personal Belongings: Bags and personal items should be stored in designated areas. The library is not liable for lost items.
- Computer Usage: Library computers are for academic and research purposes only, with restricted personal use.
- Photocopying and Printing: Photocopying and printing services are available, but copyright rules must be strictly followed.
- Compliance: Follow all instructions from library staff. Non-compliance may result in suspension of library privileges. The Principal reserves the right to suspend membership for misbehavior towards staff or other members.
- External User Access: Individuals from other institutions may use reference materials for short periods upon request.
Library Governance
- The Library Advisory Committee comprises the principal, faculty members, a student representative and the librarian. This committee oversees library policies, budget management, and strategic planning.
- The librarian and support staff are responsible for daily operations, user support, and resource management.
Policy Review and Revision
- Review Cycle: The library policy will be reviewed annually by the Library Committee.
- Revisions: Updates will be made based on user feedback, technological advancements, and changing needs.
